/k'wɔlieˌte/ is a private computer network. Joining the network requires digitally signing an agreement with the network, in which one pledges to follow network policies.

Theoretically, any individual can sign it. In practice, support for signature and identity schemes is needed first.

Anyway, the network does not exist yet; nobody can join as of now.

/k'wɔlieˌte/ begins as a virtual network atop existing ones, but it is developed so that one day it may become physical.

Services that the network's nodes provide are identified based on their protocol and policy. Violations of protocols and policies result in automatic removal of the offending administrator from the network without any human intervention whatsoever. This is the main reason behind the agreement.
